The Oregon Prescription Drug Program
A proud member of the Northwest Prescription Drug Consortium
ODPD was formed through the passage of Senate Bill 875 in 2003 forming a prescription drug purchasing pool. The program went live in March 2005. Initially the program was only available to Public Sector groups wishing to deliver their Rx benefits through a larger purchasing pool and certain uninsured Oregonians who met strict qualifying requirements for a discount program.
In July 2006, OPDP joinedwith Washington’s Prescription Drug Program to form the Northwest Prescription Drug Consortium. Since then they produced a joint solicitation and negotiation, then selected The ODS Companies as their administrator. Business was transitioned to the new contract with ODS on February 1, 2007.
In November 2006, Ballot Measure 44 passed with 78% of the vote. That measure opened OPDP’s purchasing pool to all uninsured Oregonians.
On April 26, 2007Governor Ted Kulongoski signed Senate Bill 362 into law, making the OPDP available to Private Sector Groups and all underinsured Oregonians.
Now all Employer Groups in Oregon can join the OPDPand take advantage of the value of the Consortium’s purchasing strength.
Groups can expectcompetitive market rates from pharmacies.
No matter what size group, they will receivefinancially guaranteed performance standards that deliver true customer focused care.
All Groups will receive transparency in contracting. Rebates, incentives and any form of manufacturer’s credits related to a group’s Rx experience will be passed directly to those groups. Auditable reporting will tie a group’s claims utilization to their rebate reporting. Transparency without verifiable reporting is not true transparency.
Groups will be able to join the pool through self-insured or fully insured programs. Thanks to the new pharmacy administrator The ODS Companies, groups will be able to insure their Rx benefit when they join the OPDP. Or as before, they may join OPDP as a self-insured group. Some self-insured groups have opted to purchase reinsurance or Rx only reinsurance.
Thru June 19, 2007 the NW Prescription Drug Consortium has over 77,000 members enrolled in the discount card. In April, a 193,000 member group signed a contract to join the Consortium effective January 1, 2008. That group chose the greater value offered through the Consortium over that provided by one of the Nation’s largest Pharmacy Benefit Managers.
